Light touch or no-touch?

Colin Richards, G3YCR was Head of Enforcement and Interference Policy for ten years at the Government's former Radiocommunications Agency (RA) and then for a year at Ofcom until retirement. He is a member of the Society's EMC Committee. I believe that last month's attempt by Robert Thelen-Bartholomew to put a good spin on Ofcom's approach to spectrum enforcement was misleading in many respects. On staff numbers, the reduction is not "about 30%". It is in fact over 50% against the only recent stable reference - before the transfer to Ofcom. By their own figures Ofcom now have just 42 technical and special (ex-Police) investigators for the whole of the UK and are cutting a further 10. The RA had 95. Robert's overall staff of over 100 compares with over 200 in RA days.
