Al Gore's Initiative of Reinventing the Government: The Real Story of Total Quality Management in the Federal Government

This article analyzes the presence of Total Quality Management (TQM)in the federal government and how international competition and more educated consumers pushed U.S. administrations to implement TQM concepts. We analyze the National Performance Review (NPR) process launched by President Clinton and led by Vice President Al Gore. The NPR was the framework that facilitated TQM implementation in the federal government. The Goals of the NPR were to cut red tape and make the government more customer-oriented, in order to transform it into A more effective and efficient administrator.
