The population changes of Emeryville, Calif., are like night and day. When the sun rises, the number of people in Emeryville more than triples. This 1(1/2) square mile city, located across the bay from San Francisco, has a nighttime population of 7300. Due to its central location in one of America's most urban areas, Emeryville has a daytime population of 25,000. This city in transition was historically a heavy industrial town, but has today changed into a mixed-use destination with high-end retail, high-tech and biotech industries, and multicultural residences. The fluctuations in population force the small town's public works department to deal with large-city problems.
