Unlike earthquakes and tornadoes, flooding is not unique to any particular part of the United States?but it can be every bit as devastating. Heavy rains, snowmelt runoff, coastal storms, urban stormwater runoff, and dam failures all are among the causes of floods. And each can lead to properly damage, injuries, accidents, and loss of life. Flooding generally occurs when the volume of water that is flowing in a stream or river exceeds the capacity of its channel. It also can occur along coastal and lake regions where higher-than-normal water levels deluge low-lying areas.
