The environment of public administration in developing democracies has changed dramatically in the last few decades. The books reviewed here focus on the contemporary challenges of governance in India and present proposals for addressing them. They all discuss problems with bureaucracy, including the antiquated processes and criteria for recruitment of the nation's higher civil service, rigidity and inefficiencies in government operations, widespread corruption, lack of accountability, lack of representativeness in public service, unresponsiveness to citizens, and the inability of the bureaucracy to deal with the growing role of the private sector and civil society in governance.
