Derick Brinkerhoff rightly argues that the concept of the "developmental state" has evolved in relation to the changing paradigms on the role of the state. From the perspective of a practitioner who has been involved for many years in working with developing countries in developingrnand strengthening their public administration institutions, I can attest that the advice and support provided by the donor community has very much been influenced by changing theories on the role of the state.
