Employers' complaints about school-leavers' literacy and numeracy were confirmed by the OECD survey of adult skills. It found that the skills of young English people entering the workplace were no better than those who were about to retire. This was in contrast to countries such as Finland, Japan, South Korea and the Netherlands, where literacy and numeracy have been improving with each generation. The survey found that England was in the top three countries when it came to the literacy skills of 55-to-65-year-olds but in the bottom four for 16-to-24-year-olds.
