Now that the Democrats have lost their super majority in the Senate it seems more likely that carbon regulation rules will come from the US Environmental Protection Agency rather than Congress. Uncertainty over carbon has left much of the power generation industry in a state of paralysis. Complicating matters is the global muddle that resulted from last December's Copenhagen climate change talks. Little consensus emerged on how the world will address the issue of global climate change. All this points to a purgatory of "maybe" that does no one any good.
