In July 2000, Rotterdam Municipal Port Management (RMPM) announced the formation of Mainport Holding Rotterdam (MHR), an independent corporation, functioning as a wholly-owned subsidiary of RMPM. In areas where RMPM is tied to certain rules as a consequence of its public role, MHR is able to establish joint ventures with private parties without first seeking approval from the city council. RMPM is obliged to send a quarterly report about the activities of MHR to the council.
