Foreign policy decisions are complex products, which depend on the influence of various bureaucratic groups, with distinct cultures and histories. The Iranian nuclear negotiations are no exception. In France, they have led to a clash between a "regionalist," "De Gaulle-Mitterrand" sensibility, and a more "Western" sensibility that exerted a powerful influence under the Sarkozy and Hollande presidencies.
