The Bradley Review (2009) is a major analysis of the treatment of people with mental problems and learning disabilities within the Criminal Justice System (CJS). The legal system and penal policy in UK and similar legal jurisdictions do not regard offenders with mental health problems as a distinct group. However, within the CJS, the fact that an individual has a mental health problem can be taken into account in key decisions such as arrest, charging, entering a plea, and sentencing. This article will examine the legal powers that police officers have in England and Wales in this area. It will then go to examine the implication of this role for police training.
