The Public Utility Commission of Texas has approved the constructionrnof a 38-mile transmission line that will connect the Electric ReliabilityrnCouncil of Texas to a DC tie in Louisiana.rnIn a draft order filed Thursday, the PUCT approved the City of Garland’srnapplication for a certificate of convenience and necessity (CCN) to build arn38-mile, 345-kV line in Rusk and Panola counties that would connectrnERCOT with the SERC Reliability Corporation “using a high-voltage, directrncurrent tie owned by Southern Cross Transmission LLC.”
