ISO New England's winter fuel security proposal pleases hardly anyone

The ISO New England's interim fuel security proposal has drawn the ireof consumer groups, state policymakers and energy companies,according to comments submitted to the Federal Energy RegulatoryCommission.ISO-NE's March 25 proposal seeks to shore up the region'swintertime energy security by compensating power plants for theiron-site fuel inventories during the winters of 2023-2024 and 2024-2025 (ER19-1428). The inventoried energy program, or IEP, would beopen to generation fueled by oil, coal, nuclear, biomass and refuse, aswell as hydro, pumped storage, electric storage, and storage coupledwith wind or solar. A gas-fired plant could participate if it has a firm gasdelivery contract that meets the program's requirements.
