ISO New England's winter fuel security proposal pleases hardly anyone

The ISO New England's interim fuel security proposal has drawn the ire of consumer groups, state policymakers and energy companies, according to comments submitted to the Federal Energy Regulatory Commission. ISO-NE's March 25 proposal seeks to shore up the region's wintertime energy security by compensating power plants for their on-site fuel inventories during the winters of 2023-2024 and 2024- 2025 (ER19-1428). The inventoried energy program, or IEP, would be open to generation fueled by oil, coal, nuclear, biomass and refuse, as well as hydro, pumped storage, electric storage, and storage coupled with wind or solar. A gas-fired plant could participate if it has a firm gas delivery contract that meets the program's requirements.
