The mayor of San Jose, California, has proposed to join with other areacities in acquiring Pacific Gas & Electric and converting it to an electricand gas cooperative, an idea which PG&E has rejected, and industryobservers differed Tuesday over the market prospects of such aproposal.Meanwhile, PG&E issued a 48-hour warning Monday that it mayproactively shut off power for safety late Wednesday evening, becauseof concerns about a dry offshore wind event. The blackout "is expectedto affect approximately 209,000 customers and may impact portionsof 15 counties in the Sierra Foothills and the North Bay."
