The Western Energy Imbalance Market is seeking comment on the issuesthe market might face in accounting for the varying state greenhousegas policies being implemented in the western states, including thepossibility that such policies will hurt the market’s efficiency.The issue is significant because there are now four states in theEIM footprint that have 100% clean energy goals. California andWashington are both aiming for 100% clean energy by 2045. NewMexico and Nevada both have measures seeking 100% zero carbonelectricity by 2050.The EIM could help states meet these goals by displacing lessclean energy supplies with surplus renewable energy that may havebeen curtailed. In the second quarter of 2019, these avoidedcurtailments reduced carbon dioxide emissions by 56,897 metric tons,according to the Q2 2019 Western EIM Benefits Report.
