ERCOT’s monitor proposes fixes on reliability issues, CRR markets, transmission

The Electric Reliability Council of Texas’ independent market monitorsubmitted new recommendations on deployment and compensationof generation for reliability, congestion revenue rights markets, andtransmission constraints in its final 2018 State of the Market Report.Potomac Economics notified market participants late Wednesdaythat it had filed the report at the Public Utility Commission of Texas.The report “reviews and evaluates the outcomes” of ERCOT’swholesale electricity markets and assesses the incentives in currentmarket rules and analyzes market participant behavior.The report notes that the “wholesale market performedcompetitively in 2018,” with an 8% increase in the average natural gasprice, to $3.22/MMBtu, combining with historically tight supplyconditions to boost the systemwide load-weighted average energyprice by about 26% to $35.63/MWh.
