To activate adjustment force for making maintenance of reliability and maintenance of demand and supply balance of a power system compatible in consideration of trend fluctuation from an adjustment force procurement phase to an adjustment force actuation phase.SOLUTION: A market handling reliability management device 10 connected with a market management system 60 comprises: a trend fluctuation scenario creation unit 21 which creates a plurality of trend fluctuation scenarios supposing trend fluctuation from an adjustment force procurement phase to an adjustment force actuation phase; an adjustment force actuation table creation unit 22 which creates an adjustment force actuation table for determining adjustment force to be actuated to each trend fluctuation scenario; a trend fluctuation scenario collation unit 23 which collates trend fluctuation in each trend fluctuation scenario with actual trend fluctuation; and an actuation adjustment force determination unit 24 which determines actuation adjustment force to be actuated in the adjustment force actuation phase.SELECTED DRAWING: Figure 1
