A market response reliability management device (1) according to the present invention is characterized by being connected to a market management system (101) that carries out/manages transactions at a power market, and is configured to: acquire, from the market management system, a grid constraint (210) that is a technical constraint at each spot in an electrical grid (107) and plan information that is a plan regarding power procurement; generate a post-change grid constraint (215) that is a result of reviewing the grid constraint; and output the generated post-change grid constraint to the market management system. Further, the market response reliability management device according to the present invention is characterized by being configured to calculate a setting parameter (214) of a grid stabilizing system on the basis of the grid constraint and the plan information which have been acquired.
