The White House on Wednesday formally nominated EnvironmentalProtection Agency Acting Administrator Andrew Wheeler to becomepermanent head of the agency that oversees clean air rules, fuelefficiency standards, the biofuel mandate and other regulations thataffect energy and commodity markets.The Senate must confirm the nomination.It comes as most of Wheeler's staff is furloughed during the partialfederal government shutdown that started December 21. EPA was ableto keep operating as normal for one week, but ran out of carryoverfunding and furloughed all but about 800 of its 14,000 employees onDecember 29.
