摘要

California sued the Bush administration last week for not acting on the state's nearly two-year-old request to implement its stringent global-warming standards for cars and trucks. California must obtain a special Clean Air Act waiver from the Environmental Protection Agency in order to implement its standards, which would require Ford, General Motors and other automakers to reduce greenhouse gas emissions on new vehicles they sell in the state by 30% by 2016. California applied for the waiver in December 2005, but EPA has still not acted on the request.
