Survey puts Calif., Conn., Vt. at top for efficiency policies among states

California, Connecticut and Vermont are leading the states in taking steps to curb energy consumption, an advocacy group said last week.rnThe three states tied for first place in "The State Energy Efficiency Scorecard for 2006" released by the American Council for an Energy-Efficient Economy. The scorecard ranks states and Washington, DC, on policy initiatives, building codes and transportation and land-use policies. Rounding out the top 10 states are Massachusetts, Oregon, Washington, New York, New Jersey, Rhode Island and Minnesota, the last two of which are tied for ninth place.
