Duke's Rogers urges transmission fee to pay for R&D on low-carbon options

Seeing flaws in the congressional debate over climate change and a critical need for a national commitment to reducing carbon emissions in a reasonable and sustainable way, Duke Energy Chairman, President and CEO James Rogers last week called for a surcharge on all power transmission to fund research and development of low-carbon technologies. While he offered little hope for enactment of climate change legislation until after the November 2008 presidential election, Rogers, speaking Thursday at the inaugural Platts Lecture in New York, stressed the importance of "getting the rules right from the get-go" through bipartisan political action.
