Democrats opted last week not to use budget rules to push legislation through the Senate that would extend tax credits for wind, solar and other "green" technologies by rolling back billions of dollars of tax breaks for the oil and natural gas industry. The House and Senate Budget committees released their annual budget resolutions Wednesday, and they both include funds for energy legislation that may be produced by other committees. But neither committee included the energy tax-credit package in their "budget reconciliation" bills, which would have allowed the Senate to pass its measure without giving Republicans a chance to filibuster it.
