FERC sets 9.33% ROE for Mystic units’ fuelsecurity contract with ISO-NE

An Exelon subsidiary will earn a 9.33% rate of return on equity for its cost-of-service deal to keep the Mystic natural gas-fired plant in Massachusetts afloat through May 2024 for fuel-security needs, the Federal Energy Regulatory Commission said July 15. Though the text of the order (ER18-1639) had not been made public as of press time, Chairman Richard Glick said during the commission’s July 15 open meeting that the order applied the three-model methodology for calculating a just and reasonable base ROE adopted last year for transmission projects.
