China moves on power liberalization

Beijing has approved a power purchase agreement between the state-owned power generation company China Huaneng Group and the Fushun Aluminium Company. The bilateral deal comes under the aegis of a pilot program aimed at lowering the cost of energy for large industrial users, the National Development and Reform Commission said October 19.
