The EU's third package of energy market opening laws, mostly in force from March 2011, is intended to overcome the remaining obstacles to the mirage the EU has been chasing for more than a decade - the single European energy market. But that doesn't mean member states' failure to implement key elements of the EU's 2003 second package have been forgotten.rnThe European Commission has sent final warnings to 20 of the 27 EU national governments for failing to implement specific parts of the second package. That's a slight improvement on the 25 who received first warnings a year ago - effectively all the governments involved, as Cyprus and Malta do not use natural gas and their power systems are not connected to the main European grid.
