Turkey: elections and canals

Turkey's forthcoming elections look unlikely to result in a change of government, while the three largest parties share a broad consensus over energy policy. The 'Kanal Istanbul' proposal has captured the public imagination, but is more likely a means to pressure Russia into active backing of the Samsun-Ceyhan pipeline and an artifice to prompt renegotiation of the 1936 Montreux Convention.
