Elia's 10-year plan 'short on investment detail'

Belgian regulator the CREG has issued strongly-worded criticisms of transmission system operator Elia's 10-year development plan to 2020.rnIts analysis is based on existing legislation implementing EU requirements, but takes into account the renewables directive due to take effect next month and the EU's 'third package' due to come into effect in March 2011 - neither of which have as yet been incorporated in Belgian law.rnThe third package will make 10-year plans compulsory and requires them to be in line with the broader frameworks drawn up ENTSO-E. One of the CREG's criticisms is that there are "a certain number of disparities" between Elia's plans and the ENTSO-E plan.
