Russian power sector reform: a guessing game

Power sector reform in Russia received a welcome reprieve in December when Prime Minister Mikhail Fradkov stated that gas and electricity sector reform should occur simultaneously. This is the first public acknowledgement by the government that fuel supply and price certainty are primary commercial drivers in electricity sector privatization. Given that there is no blueprint for gas sector reform, it would seem that electricity restructuring will be put 'on hold'. The proverbial cart will remain in front of or at least along side of the horse.
