Despite winning repeal of the Public Utility Holding Company Act after a nearly 20-year battle, the electric utility industry last week aired concerns that "mini-PUHCAs" may sprout up in states worried about losing consumer protections, wiping out the anticipated financial benefits of eliminating the 70-year-old law. In a conference sponsored by the Edison Electric Institute and The Energy Daily, PUHCA veterans from the industry, regulatory, investor, congressional and consumer sectors offered their advice on how utilities might avoid a new regulatory quagmire.
