California's governor expected to sign into law landmark bill to cap greenhouse gas emissions

A bill that would make California the first state to cap greenhouse gas emissions from industrial sources was headed to Governor Arnold Schwarzenegger's desk on Friday after the California Legislature passed the landmark bill. The California Legislature's move came soon after Senator Dianne Feinstein, Democrat-California, said she will introduce legislation early next year to cap US emissions of carbon dioxide at 1990 levels in the electric utility and auto industries. Feinstein called the CO2 cap legislation a top priority.
