The Federal Energy Regulatory Commission is taking a new approach to laying down standards of conduct for transmission providers. After concluding that its standards had evolved in a way that has been confusing and ineffective, FERC last week proposed a new rule that would reorganize existing standards with an eye to not impeding business by applying restrictions too broadly.
