Maryland's governor backs plan to slash GHG, establish cap-and-trade system

Maryland Governor Martin O'Malley last week endorsed a plan to steeply reduce greenhouse gas emissions in the state. Utilities oppose the plan and one large industrial customer says it would force it to close its Baltimore plant. The plan, which was introduced as legislation in the Maryland House and Senate, would reduce green house gas emissions at least 25% by 2020 and 90% by 2050, based on 2006 emission levels.
