The NOPR requires that operators develop and monitor performance measures from an established baseline to evaluate the effectiveness of its Integrity Management program and provides a number of mandatory performance measures. In addition to the list of mandatory measures, the rule also states: "any additional measures to evaluate the effectiveness of the operator's program in controlling each identified threat".
