On the third day of the new 104th Congress the crowd of political lobbyists, agency officials, Con-gressional staffers and science report-ers, awaiting the start of the first hearing of the House Science Com-mittee, couldn't have been more ex-cited if Albert Einstein himself was to appear to testify. The scheduled witnesses were somewhat less cele-brated, though by Washington standards still a prominent group of agency leaders-namely, Commerce Secretary Ron Brown, President Clin-ton's science adviser John Gib-bons, NASA Administrator Daniel S. Goldin, National Sci-ence Foundation director Neal Lane and Environmental Pro-tection Agency administrator Carol M. Browner.
