The Channel Tunnel Rail Link (CTRL) will put in place the final piece of the jigsaw in the high speed rail network linking London, Paris and Brussels. It is being constructed in two parts, with the first opening in September 2003 and the second due to open to passenger-carrying Eurostar services in late 2007. There are advantages and disadvantages in this two stage process, depending upon which side of the fence you sit - as a railway builder or as a maintainer.
