Judge says more briefing is needed on applicability of Pittsburgh ordinance to city stormsewer project

U.S. Magistrate Judge Robert C. Mitchell of the Western District of Pennsylvania temporarily denied on Dec. 27 the summary judgment motion of Pittsburgh Water and Sewer Authority (PWSA) and the City of Pittsburgh as to the application of a 2010 ordinance to the city's approval of a stormwater project.
