One year ago, retail gasoline prices hit their all-time record, just over $4.11/gal on July 17. A year later national self-serve regular is back to $2.50/gal, 40% cheaper than a year ago. Pump prices have dropped more than 15cts in the past month, with more than half of that price decline coming in the last 10 days.rnEven with lower nationwide prices in 2009 - cheaper values that extended into the summer driving season - there has been no demand recovery. MasterCard's SpendingPulse actually revealed a 6.3% drop in demand for the week ending July 10 compared to a year ago. The four-week average shows a modest 0.2% bump higher in demand, hardly inspiring with pump prices almost half what they were 12 months ago.
