Washington state passes low-carbon fuel standard

Transportation fuel taxes – always a hot topic in stateand federal policy circles – appear to have played a keyrole in Washington state's down-to-the-wire passage ofa low-carbon fuel standard (LCFS) bill now headed to thegovernor's desk.The long-in-the-making bill, which would create an LCFSprogram in the state beginning no later than the start of2023, was passed by both legislative chambers earlier inApril, but the Senate version included language that requireda transportation funding package before the program couldbe enacted. That compromise led to narrow passage on thelast day of the state's legislative session.
