Gas stations in Baltimore would have to get speciallicenses to operate after midnight under a measureintroduced recently in the City Council.The bill was introduced by City Councilman Bill Henry,who has said the measure is intended to fight crime andhelp rein in troublesome businesses, according to reports.It has been co-sponsored by nine of the other 14 membersof the council.
