Industry insiders have suggested that some OSV companies new to Brazil have focused too much on the promise of a fast-growing offshore industry and have not planned enough for the operating challenges unique to the South American country. Some have incurred PSV operating expenses in excess of USD 24,000, when term day rates for large PSVs working in Brazil have been only between USD 25,000 and USD 35,000. There is a feeling among vessel owners that new Petrobras contracts signed in 2012 are tougher than before: Petrobras has an army of contract managers who ensure contractors are meeting their obligations and levy financial discounts and penalties when appropriate.
