A local council in Scotland has been fined over the death of a refuse collector who was run over by a reversing waste recycling lorry.rnStephen Welsh was part of a team collecting recycling waste from a cul-de-sac when he was killed. The driver of the vehicle only realised what had happened when he saw Mr Welsh lying seriously injured on the road in front of him.rnEast Dunbartonshire Council was fined £13,500 after Glasgow Sheriff Court heard that it had not drawn up a safe system of work setting out how com-rnmunication and control between kerbside collectors and the driver could be reliably achieved. The council had also failed to conduct a suitable risk assessment.
