The government plans to change the way the chemicals regulation REACH (Registration, Evaluation,Authorisation and Restriction of Chemicals) is implemented in Britain by remov ing the ban on the sale of second-hand 'articles' containing asbestos. In REACH,an article means "an object which during production is given a special shape, surface or design which determines its function to a greater degree than its chemical composition".
