The Registration, Evaluation, Authorisation and Restriction of CHemicals (REACH) regulation aims to achieve by 2020 that all substances are produced and used in ways that lead to the minimisation of significant adverse effects on human health and the environment. To achieve this central aim, REACH sets out specific responsibilities on the manufacturers, importers and downstream users of substances on their own, in preparations and in articles. Manufacturers and importers of substances need to work together to register the substance (see OS&H May 2015) and communicate exposure scenarios and risk management measures (RMM) in the supply chain using Safety Data Sheets (SDS). Downstream users (DU) don't have to register substances but they do have to implement new RMM upon receipt of updated Safety Data Sheets.
