Britain's Incapacity Benefits system has changed with the introduction of the employment and support allowance (this issue p.6), but can lessons be learned from other countries on how to get people back to work?rnResearch from the Finnish Institute of Occupational Health, has examined whether or not a system used in Sweden, Norway, Denmark, and Finland,'partial sick leave', promotes a faster return to normal-hours work. Partial sick leave allows individuals to combine paid work with sickness benefits, either by working fewer hours or doing modified tasks, and receiving a partial sickness benefit on top of a partial salary.The system is considered to promote wellbeingrnand vocational rehabilitation compared with a complete absence from work. A review of scientific literature found too few studies of sufficiently high quality for a systematic review; however, the evidence suggests that while the benefit is generally well received by employers, employees and physicians, it does not consistently enhance return to work.
