PRESIDENT SIGNS STOPGAP SPENDING BILL TO FUND NNSA AT FY08 LEVELS

President George Bush signed a stopgap funding measure Sept. 30, just hours before the start of the new fiscal year, that funds the National Nuclear Security Administration and most other federal agencies at FY 2008 levels through March 6. The Continuing Resolution includes the only three appropriations bills to independently make it to the floor, Defense, Homeland Security and Military Construction/Veterans Affairs. "I am disappointed that the Congress passed a long-term Continuing Resolution," Bush said in a statement late last month. "There is much work to be done, and the Congress should not adjourn for the year without finishing important business on spending, taxes, and free trade agreements."
