U.S. INCHES CLOSER TO IMPLEMENTING IAEA SAFEGUARDS ADDITIONS

The United States has taken a step toward allowing international inspectors access to its nuclear facilities. President George W. Bush in a Feb. 4 executive order pressed a handful of federal agencies, including the Department of Energy, to develop and amend policies in advance of implementing the Additional Protocol to the nuclear safeguards agreement with the International Atomic Energy Agency.
