Ticking off a laundry lists of concerns about the recently completed New Strategic Arms Reduction Treaty with Russia, Sen. Jon Kyl (R-Ariz.) last week urged the Senate not to rush to ratify the arms control pact with Russia. The Administration has pushed for a quick ratification of the treaty and Senate Democrats have suggested that the agreement should be ratified before the chamber recesses in August. But without explicitly coming out against the treaty, Kyi said in a May 24 speech on the Senate floor that the Senate should do its "due diligence" in scrutinizing the pact, foreshadowing a difficult battle to get the treaty ratified this summer.
