This report is a supplement to the 1998 annual report titled Fiscal Year 1999211u001eReport on Funding Levels and Allocations of Funds for Transit Major Capital 211u001eInvestment. It summarizes and analyzes, for the first time, the application of 211u001ethe revised Section 5309 New Starts local financial commitment criteria, as 211u001eapplied to the 30 proposed transit projects profiled in the FY 1999 New Starts 211u001eReport. The study objective is to assist local agencies in preparing and 211u001ereporting their New Starts financial criteria, and promote a better understanding 211u001eof the financial assessment process. The report reviews the purpose, 211u001erequirements, and application of the local financial commitment criteria.
